The festival's celebration is based on the Decree dated February 2, 1818 separating Ilocos Sur from Ilocos Norte which is celebrated yearly
Most of the festival's celebrations are performed on the streets of vigan And most of them are performed by the tribes of of the cultural communities of Ilocos Sur. There is also the "Partuat ken Patanor Trade Fair" which showcases a variety of products from Ilocos sur' provinces.
